We get to know Bashir better thanks to Garak, the best recurring character in the history of Star Trek. Kira’s divided loyalties take center stage without all the over-the-top anger from the pilot episode. And we get to see more of what Odo’s shapeshifting abilities can do to help the Federation, as he disguises himself as a rat to listen in on a conversation.
